Dear Annn and Luba,
Yes you have to try to help your cousin to come over here.
It is very hard to forecast the uotcome.
The main problem is in US Embassy.Every clerk over there,consider every Ukrainian who applies for a visa as potential immigrant. It is very difficult to prove that you are not going to stay in US.

The idea with all paper work is not bad.(I mean positive references,original and copies of all documents).But usually what happens that the clerks at the Embassy they don't even take a look at those papers.It's handy to have them but they will not help.The written invitation from you is very important, but as I say before it does not mean it will help.American Embassy has posted newsletters infront of the building and it says:"THE WRITTEN INVITATION FROM THE US CITIZEN DOESN'T GUARANTEED THE VISA".
Usually the clerk is taking your passport and application and have interview with you. Everything depends on clerk if he is in a good mood or he likes you. I have my own experience.When the first time I came to the Embassy in 1995 I got visa without problem. I came back home before my visa expired and tried next year one more time. Then next yera one more time and one more time and one more time. I did not get any more visa after that. The first time I had only passport and application. Follovinf times I had bunch of papers and it didn't help.You know what was their answer:YOU DIDN'T PROVE THAT YOU WOULDN'T STAY IN THE US. When I showed them my passport with unexpired US visa that I came on time home. The answer was: "SOORRY, COME NEXT TIME".
You also have to remember thet there is the nonrefudable fee every time you apply.And the fee is $40. That is alot for average Ukrainian.
The best way for you, not to waist your time, it's to find somebody over here
in US who can push on American Embassy in Ukraine. Anybody from the state or federal goverment who has enough power. This is 100% guarantee that it will work. You can say that you are trying invite your relative to visit US for the last couple years and it's not happening. You have to use your rights of American citizen to push that deal. Another thing is if your cousin applies for a VISA and he gets the answer "NO",he can apply next time only in six month.Plus to all that American Embassy is putting stamp in his passport, stating that he was refused in VISA and he will not be able to come to the Embassy for the next six month. The guard is checking your passport before handing out the application.
