If you are asking if parents with permanent resident status can file relative visa petitions on behalf of their adult children, the answer is that they can do so, as long as the adult children are not married.
Only US citizens can file petitions for married children.
It is important to note that the waiting period (backlog) in family preference 2B (adult unmarried sons and daughters of permanent residents) is now approximately 8.5 years. This means that the beneficiary must wait that long from the time that the petition was filed until s/he may apply for an immigrant visa or for adjustment of status.
This is one of the many hypocricies that exist in our laws and society. On the one hand, the Bush administration and conservatives talk about the great value of families and of marriage. Yet, it is not possible for LPRs (legal permanent residents) to file for married children. As a result, the children of permanent residents often have familes without marrying, so that they can come to the US. Unfortunately, the spouses of these children cannot join them. One way or another, we keep families of permanent residents separated.
