: As far as the question of allowance is concerned, I highly doubt it. If you sponsor somebody to come to the USA, you are supposed to sign an Affidavit of Support for this person which is legally binding. If this person applies for any financial assistance from the US government, he/she might be considered a public charge and even deported.
