She will have a much better chanse of getting a visa, without the niece. The fact that she has an unmarried daughter in Ukraine can be viewed as a good reason for her to come back!

Most visitor's visas from Ukraine to the US are refused on the ground that people have immigrant intent or will work illegally. Unfortunately, these decisions are often made a priori. This is illegal. It would be most helpful if people would be willing to collect ingformation regarding unlawful denial of visas, so that this could be addressed on the appropriate levels.
