Yes, it's true that it's very difficult to do that. I absolutely hate it, though I can also understand the embasy! There must have been a good number of people from Ukraine getting visas and never coming back! Now, it screwed all of us up! The fact that your wife is married to you, American citizen, has a zero value! Even if your wife herself is a citizen, that will not help! Your sister in law has to prove non-immigration intentions! She will have a much better chanse of getting a visa, without the niece. The fact that she has an unmarried daughter in Ukraine can be viewed as a good reason for her to come back!
Your have to send your sister in law an invitation from your name inviting her to stay with you and describing all the "tourist" plans...for getting the visa.
