Yes, it is but it would be a CONDITIONAL Green Card a person would hold for two years. Then it would be time for a second interview. If everything is OK, I mean, a marriage is still exist, and an american spouse would come with husband (wife) for the intervew, the person would be granted a permanent Green Card. It is allowed to apply for citizenship in one year after that.
