First you have to get Green card. You need to send its photocopy to Ukrainian consulate together with your passport and your application for PMZ stamp. After that the consulate will send all your papers to Kyiv, and if you are not from Kyiv, they will be forwarded to the OVIR that issued your passport. After that the consulate issues the stamp. All procedure takes up to 6 month. In some cases less (I got mine back in 4 month, and I am not from Kyiv)
I don't think that there is any other legal way to get it. And it is better to wait 6 month than risk loosing your passport, and paying huge bribes to God knows whom.
