After you get American citizenship you can file an Alien Relative Petition for your parents
(I-130). As far as I know, there is no yearly quota for parents of American citizens, so the process hopefully won't take too long.
As far as the question of allowance is concerned, I highly doubt it. If you sponsor somebody to come to the USA, you are supposed to sign an Affidavit of Support for this person which is legally binding. If this person applies for any financial assistance from the US government, he/she might be considered a public charge and even deported.
