I've had dealings with a number of such throughout Ukraine and have always found their knowledge of English quite satisfactory. The same can't be said of teachers in village primary schools. Should your search for your relatives indeed take you to a village you would be well advised to 1) bring your translator with you, and 2) speak to the local priest.
