Julia is absolutely right about telling the truth. If your sister lies, the visa fraud may prevent her from ever again getting a visa to the US.
Nonimmigrants must show nonimmigrant intent. That means that she must show that she has sufficient ties to Ukraine that would cause her to return.
In addition, she must show that she has enough money to support herself, so that she will not work illegally.
I am not as optimistic as Julia about her being able to get a visa with no trouble, but telling the truth is the only smart thing to do.
Getting a J-1 with a home stay requirement may be easier than a regular F-1, depending on her economic situation and the ties that she has to Ukraine.
If she does not commmit visa fraud, after completing college, she will have a good chance of coming in on an H-1B visa, since you, her brother will find her an employer who will be willing to petition for her. :) If she commits visa fraud, she won't have that option.
