Hi this is Vicky again, I need your help in deciphering the following language of immigration.gov . Does this mean that when a student who has already comepleted Masters in a school in usa and moves to next higher level i.e phd in same school , he/she can go on practical training in first semester of phd ?
"A student may be authorized 12 months of practical training, and becomes eligible for another 12 months of practical training when he or she changes to a higher educational level. "
