For the long run the best to do is to get this PMZ stamp in OVIR. A lot people go through Warsaw and in a few years have a problem to come back to Ukraine.
Without stamp government official in airport will not let your wife to leave the Ukraine. We like this or not - this is a Ukrainian order.
When she will come to US she will have to register with Ukrainian consular in New York or Chicago. But they will register her only in case if she would have that PMZ stamp. Then she would never have a problem coming back to Ukraine. Other vise it always be the problem passing Ukrainian costume.
If she planing never come back to Ukraine as long as she will become the US citizen then your wife can leave the Ukraine through Poland.
I know dozen Ukrainians who put them self in a big problem leaving Ukraine without that funny stamp and then having a problem coming back home and bribing Ukrainian officials on costume. Then she will pay $200-$300 bribe at the airport and complain how bad is Ukraine government!
Do everything correct end enjoy America! You will never have to pay bribe here.
