My friend originally from Darnitsya,Kiev,Ukraine after many years of "living and achieving" in the wild west is finally planning to relocate back to Berdichiv,Ukraine to be close with his mother.Where is appropriate documentation is obtained, new tax number and will he be charged arears for the past at least 5 undeclared years?
