Well, it's true and not true at the same time,
the truth is that in many colleges exist tons of scholarships which are applicable only for citizens or legal US Residents i.e. green card holders. 95% of these scholarships do not apply to other international students. However in order to get the scholarship one should be properly qualified that is have very good GPA, athletic achievments and so on,
another plus of green card is that in many community colleges in some states in US the tuition is ridiculously low, (in American standards), again this is only available to US residents. But the thing is that then it is possible to make money for the college like that because it's really cheap,

PS: don't forget that even if you have free tuition which might be the case, still you are to pay room and board, so you still need the money, that means you are better to work before going to school.
but in many cases it also depends where you live in US, some places only have expensive colleges,
some places though offer free tuition (surely only for citizens and US residents),
it's a true story,

POINT LOOKOUT, Missouri (AP) -- Nobody pays tuition at College of the Ozarks, but all students have to put their noses to the grindstone when they're not buried in the books.

The 1,500 students at the four-year liberal arts college in southwest Missouri each work 15 hours a week and pay only room and board. But even that can be worked off.

One of only five colleges of its type in the nation, College of the Ozarks is in great demand as annual tuition averages $4,080 in public colleges and $18,273 in private schools, according to a recent survey by The College Board.

For every opening, the school has about 12 applicants, President Jerry C. Davis said. That is up from about 10 last year. Ten years ago there were three applicants for every opening.

The values here represent the best of what made America great. We are talking about hard work, faith and opportunity.

Strong preference is given to low-income families and students performing in the upper half of their high school class.

Davis said the free education is enticing to parents, but so is the school's emphasis on character, Christianity and getting ready for the working world.

The school has proudly adopted the moniker "Hard Work U" given to it in a "Wall Street Journal" article 30 years ago.

There are more colleges like this one,
so it is possibble but not in all parts of US!
