you can't drive legally on your ukrainian license but you can get an international license good for 1 year then you must get a U.S. state license after the year is over. Depending on your degree and why you are coming here you may want to have it evaluated. Just get it translated and bring the original with you. Unfortunately most ukrainian diplomas are not equivalent to american standards, but it depends on your situation.
