You can do it through a consular service of either Ukrainian Embassy or maybe even a local Consulate. One friend of mine had to come over here ( I live in Washington) to the Embassy from North Carolina in person, but then she was done within an hour. They have a form to fill in data and then they put these into their form and you get your power of attorney by Ukrainian legal standards. I don't remember what it cost, but it was reasonable.
