The best way is to buy this type of think in Ukraine if it's available there. I was recently in Lviv, Ukraine and they have stores selling all kinds of imported quality electronics and appliances. Prices are comparable to western.
There are some stores in New Yokr City selling 220V appliances but I don't know about electric blankets. Also keep in mind that plugs are different in Ukraine.
You can try www.meest.net but they may not have it and prices are much higher. They ship parcels to Ukraine as well as electic appliances. They charge 59 cents per pound shipped + extra $10.00 per parcel as far as I know.
