Yep. Open a bank account in US, get a check card with Visa logo on it and give to whoever you need to support in the Ukraine.
Deposit the money here (you don't need a card to do that, just have to use bank instead of ATM).
Then they go to any ATM machines there and do a withdrawal. They are going to be charged $3-5 depending on how much money they withdraw (I think it is 2 or 3%), but it is a MUCH better deal then Wester Union.
Of course, such "method" only works in big Ukrainian cities were there are ATM machines
