New immigrants with green cards are generally in the general pool of American students.
Virtually all higher education charges some form of tuition. Public colleges and universities are generally much cheaper than private colleges.
Public grammar school and high school are generally free. Parents may have to pay for books and supplies and in some cases for uniforms.
Many scholarships exist but they are generally competitive.
The best websites for financial aid are:
www.finaid.org and www.fastweb.com.
Ukrainian scholarships are at www.ukrainianscholarships.org. But these are generally small.
Every state is required by the Federal government to have an affordable health insurance program for children.
