If you are a legal resident here with a green card then you are treated just like an American. For scholarships you can go to: www.fastweb.com or to www.collegeboard.com
If you are here as child of a diplomat or as a foreigner on a temporary visa, you are not eligible for American scholarships and have to apply basically as a foreigner. This is so even though you are based here. If you finish high school here, you may not have to take the TOEFL but you will usually have to pay out of state tuition. If you have established residency here in a particular state, you may be able to pay in-state tuition. In state tuition is usually much lower than out of state tuition.
If you are illegal here, you have to find out from the college how they will treat you. Different schools and states have different rules.
