Yes, you can get divorced but from what I was told only if you're a permanent resident in the US. If you're not, they'll tell you to get it taken care of in Ukraine where you originally registered. It's a jurisdiction question, supposedly. Try calling general number for the Embassy (202) 333-0606 and then ask to be switched to Consular Section.
