I had almost the same experience couple years ago. If you are applying for a student visa in Ukraine (it wasn't clear from your letter), then they should've told you what you need. In my case, I was accepted to a private college, and they (consulate) wanted the letter from that college. The letter was from the director of international student admissions, and included the guarantee statement that upon the end of my studies in the US, I would go back to Ukraine. Also she supported the fact that I was accepted to their college for the school year that was coming up. I also contacted my sponsors, who in their turn faxed the statement from the bank's officials stating that they had enough money in the account to support my studies and living expenses while in the States. My sponsors also wrote a letter stating that they were sponsoring me, and why. The letter included their promise to financially support me for the duration of studies. I had to have these documents in 3 days. And it wasn't an actual denial, but they just wanted more supporting docs. I hope that this will help in one way or the other. P.S. Another fact that I know for sure, is that if you were accepted to a 2 year college (community college) the chances are very slim that you'll get the visa. They will just simply tell you that if you have bwn 2-4,000 dollars, you can stay in Ukraine and go to school here. Private college ($20,000-$30,000) this is more likely that you'll get the visa after submitting more supporting docs. Good luck again.
