The British Council and the International Education Advising Centers funded by the US have the best sources of information for education in the English speaking UK and in the United States. This educational information is very complete. I speak from nearly ten years of experience.

These centers are found in Lviv, Kyiv, Kharkiv, Dnipropetrovsk, Odesa, and Simferopol. You can find the latest addresses at www.osvita.org and at www.ets.org. But you have to go to these places. Financial aid information is available at www.finaid.org.

The rate limiting factor is not informational. The rate limiting factor are the qualifications of the individual and the financial aid that is offered. In general the student has to have a TOEFL of over 600 or 250. The GREs have to be comparable and the applications have to be well done with 100% accurate and reliable Attestats.

Canada does not have such an interest. Canada is also a tenth of the size of the USA. Canada is smaller than California and has many fewer scholarships for international students.
