If a person gets permanent residence through marriage before having been married for 2 years, the residence is conditional. Then, one must first remove the condition on the residence before one may apply for citizenship.
If a person gets permanent residence in some other way and that residence is not conditional, that person must be a permanent resident married to a US citizen for 3 years before being eligible to apply for citizenship. In other words, the 3 years start only after permanent residence is obtained.
