The instructions about the photos state:
SIZE: Between 1 ½ by 1 ½ and 2 by 2 inches (37-50 mm) square, with the applicant’s, spouse's, or child's name and date of birth printed on the back.
This means that each photo should be between 37 and 50 mm square .
You should follow the instructions EXACTLY. There are very many applications sent in. According to the INS, applications that do not follow the instructions exactly as written are discarded. There is no reason to believe that the INS does not mean what it says.
