As indicated by Olena's reply, it sounds as if you are seeking someone with official status as an au pair. There are plenty of "tourists" from Ukraine that would jump at the chance to work as a nanny, but that could put you in a compromising position.
No, there are no known agencies of that type for Ukrainians. There may be one that employs Polish immigrants, especially in Chicago. If you are particularly interested in hiring a Ukrainian woman, the Polish agency may have a few on staff.
You might try posting a note in the Ukrainian Credit Union on Chicago Avenue (between WEstern and Oakley). New arrivals are always looking for openings posted on the boards there. Another good place to check are the churches. See the Ukrainian Chicago listings here:

My new au pair (from Germany) decied after one day of training in Connecticut that she didn't want to be an au pair, after all, and she returns home. : I have references, and two years' experience with this agnecy, with a history of being respectful and family focused with prior au pairs (from Poland, Czech Rep., Hungary...). This agency is just very expensive, and the au pairs now seem to be too young, and many from Africa & Asia, which I would not prefer.
