HEllo. If your brother has "green card", He can live out territory of USA but he must come to America two times a year for checking in/ to have/ stamp in his passport, every half year, if he doesn't want have his "card" lost. Also he can apply in emigration and naturalisation service in some cases like his, he can get permition to be out of USA for longer period of time without coming here each time.
