Your mother has to pass the USMLE. This is a three time exam including a section on English.
Then she has to find an internship which is difficult to do for foreigners with no experuience here.
This is a process that is virtualy impossible for someone who is over forty years old.
The site for all this is www.ecfmg. WES is only for getting permission to sit for the USMLE. The USMLE covers everything from the first year of medical school.
