Yes, your Mom has to pass through certification exam to reconfirm her diploma here in the US. Kaplan courses run it among plenty of other testings and they are all over the place, any search engine will take you there. Without such certification she will be able to work as an assistant/nurse/phlebotomist or something of that kind.
Whatever papers she has form Ukraine, they have to be translated by a certified translating firm that has a right to stamp the translation that it is true to the original.
