Can a doctor from Ukraine work in USA as a doctor?

My Mom is a doctor (therapist) and she completed her studies in Ukraine. She has Ukrainian Diploma of Medical Institute. But now she is in USA and thinking of working as a doctor in USA. If anyone can tell me how can she do that? How and where to transfer needed credentials, can she work after that maybe not as a doctor, but still in medicine? Or she needs to continue some studying in USA? If anyone had the same situation, I would be grateful for any useful information.
