Getting a divorce is not the hardest thing and father cannot prevent it (well, sure if both sides agree to it, the whole thing goes much faster).
As far as his consent to children's leaving Ukraine - this is totally his domain and he can do whatever he wants unless he is stripped of his parental rights. Your situation is not uncommon and, sorry to say, but you are fully at his mercy. And it takes to be an alcoholic, demonstrate extreme cruelty with kids etc to get your parental rights taken away from you. If he is truly attacherd to his children - there's not much you can do about it.
And it does not matter where you get married as far as his consent. It might speed up her visa (though I manot sure how), but will definitelly have no impact on granting your fiance's children a permission to leave.
Every case is different, it depends a lot the personality of the father. some people can be dealt with, some can be bought (yes, I've heard stories like that), some are just jerks and that's the saddest one...
