Hi. I am an immigration atty in NYC. Your AOS will be handled locally, not at the Service Center. But, if you go for AOS, you can't file the application before 10/1/02 as that's when the fiscal year 2003 begins. Most local offices handle DV cases expeditiously. You might want to check with your local INS office what is their policy on this. If you decide to go for Consular processing, then you should act ASAP, as NVC will do the preliminary processing even before 10/1/02.

The letter from the KY consulate mentioned the possibility of status adjustment vs going thru the process of interviewing at the US Embassy in Ukraine. However, my friend ran this idea by a couple of lawyers and they said that since the Texas processing center is backed up with adjustment of status applications from 03/2000, it's best to go thru the regular lottery winner process. Does anyone else have a similar situation and what seems to be the best option?
