There is a visa called a fiance visa (also known as a K-1 visa). What your girlfriend goes is goes to the Ukraine and meets you. Then when she returns to the US she applies for the fiance K-1 visa. It takes anywhere from 3 to 6 months to get. It's easier than if she went to the Ukraine and married you and then came back to the US to apply.
This is much easier to get than a tourist visa. With tourist visas, if you are young (20-29) with no job in the Ukraine, non house, no skills, it's much harder to get than if you have a wife back in the Ukraine with three kids and a house. That shows the US Government that you are much less likely to come to the US on a tourist visa and then still stay when it expires.
