Not much really. He should get his foreign passport from Ukrainian authorities, then apply for a tourist visa in the American consulate in Kyiv. There are fees involved with visa application, that's where you can step in. But as far as I know there's not much hope - they don't let in people, who can potentially stay in the USA. Applicants have to prove tight connections (whatever that means?????) to their homeland. But it's always worth a try.
