work permit during graduate study

Hi,

I am a US citizen and my husband is in the US on an F-1 visa, studying for a PhD. He should be applying for a green card, but does he also need to get a work permit in order to continue his research? Does this mean that after filing the application he might have to wait 3-4 months before being able to start work again?
Please help!
