I know quite a bit of cases of adoption from Ukraie here in US. I am sure people from EC countries can apply too. But be prepared - the authorities that handle adoptions in Ukraine are corrupt top to bottom and will be trying to milk you down to the last ...well, euro. Know that from people who went through it.
