It's clear that I was not clear in my reply.
I meant to say that it's not possible to apply as the "native" of one country and then to try to get the visa as a "native" of another country. When one changes citizenship as a result of marriage, the situation can become unclear, because persons can be "charged to" (i.e. counted as) a native of another country, based on the citizenship of a husband or wife.
I know that one's country of birth does not change when one becomes a citizen of another country. However, changing one's citizenship can create unnecessary confusion. There have been cases where people have said that they have been denied a DV visa because they have been a citizen of one country, while correctly claiming their "native" country as the one in which they were born.
When there is a disagreement with the decision of a consular official in the case of a DV visa, there is often not enough time to get everything straightened out before the time for receiving the visa ends.

: If an applicant has "won" the DV lottery under one national category, that person will not be granted an immigrant visa if s/he applies for the visa (on the basis of the DV lottery) under another national category. This means that if someone "wins" as a Ukrainian and then becomes a Russian citizen and tries to apply for an immigrant visa (on the basis of the DV lottery) as a Russian, that person cannot be granted the visa.
