Unfortunately, this is very typical of the consulate in Kyiv. They seem to view young un-married women as a "risk" group, i.e. most likely to not return. The law puts the burden of proof on the applicant to demonstrate that they have very good reasons to return to the home country. In practical terms, it's pretty much impossible. Also, the F-1 student visa is not intended for visitation, but to go to school. The minimum requirement for this visa is to be in possession of the form I-20, issued by a receiving university/college.
My sister has been rejected multiple times, both for the student and for the tourist visa... I'm afraid that there is a very small chance for your sister in law to obtain a visa...
