If an applicant has "won" the DV lottery under one national category, that person will not be granted an immigrant visa if s/he applies for the visa (on the basis of the DV lottery) under another national category. This means that if someone "wins" as a Ukrainian and then becomes a Russian citizen and tries to apply for an immigrant visa (on the basis of the DV lottery) as a Russian, that person cannot be granted the visa.
