Everybody's situation is different. In general, it has become difficult for H-1's to get H-4's for their families -- although I don't think that this action is appropriate.
If your family was listed on your DV application, then they may apply as following-to join. Whetehr this is good for you, I cannot say. If you want to write me directly, I can respond in more detail.
