If you are a DV-2003 winner, this means that you must enter the US within the fiscal year of 2003 (Oct 1, 2002 to Sept 30, 2003). However, to enter, you must meet all of the entry requirements (not have a criminal record, not have health problems of public significance, meet financial support requirements, etc). Once you enter, you don't have to remain forever.
There are restrictions on stays abroad for permanent residents. Permanent residents (LPR's) who stay aborad for less than 6 months re-enter as returning residents. LPR's who remain abroad for almost 6 months, return for a few days, then leave, and then repeat this pattern several times may have difficulties at a certain point, because the issue of abandonment of residence may arise.
LPR's who remain abroad for more than 6 months, but less than a yeaar, re-enter as applicants for admission and may have to undergo stricter scrutiny. They may have to convince border control personnel that they (the LPR's) did not intend to abandon US residence.
LPR's who remain abroad for more than one year and do not obtain a re-entry permit will lose their permanent resident status.
