If a person becomes a US citizen, that person may travel andywhere and live anywhere for any length of time and then come into the US whenever s/he wants.
However, if one is sure that s/he does not want to become a US citizen, then s/he simnply needs to make sure that you come back to the US often enough not to lose her/his green card.
In today's climate, it's best to come back every 6 months, because then, a person is considered a returning resident, rather than an applicant for admission. This can make a difference in the question one is asked and in the difficulty in re-entering.
With a travel permit, one can be outside the US for up to 2 years.
However, if one spends more time abroad than in the US, the border control agents will question if one is really giving up one's permanent residence. This could cause problems with re-entry.
