The question concerned the law currently in force in Ukraine. Both the Constitution and the Law on Citizenship do not recognize dual citizenship, and there can be no other law on dual citizenship adopted in the forerseeable future. Therefore, the question was answered correctly, as there was absolutely no inquiry regarding the legal and practical aspects of the entry and exit procedures for a dual citizen. For some strange reason you answered the question which has not been asked.

However, I am not teachning you how to wax the floor or baby-sit a senior citizen, so have more respect to a professional legal opinion (unless you are the governmental official you cited - then any advises are useless). The article is a bit outdated, but it still gives you an idea about the development of the dual citizenship legislation in Ukraine. In brief, there was a constant trend to restrict a dual citizenship provision in the domestic legislation. You can also consult the above-mentioned laws or the Migration Problems magazine published in Kyiv.
