My parents got their new visas in Kyiv in the beginning of March. It doesn't seem that the situation is different than before Sept. 11. A lot of parents were denied visa before the trategy.
In case of my parents, they were indeed questioned for a while, but finally got the visas. So your parents definetely should try. Good luck!
