THere's not much you or they can do. And they don't need any formal invitation from you, they simply apply in the consulate. This whole system is rotten - i call it "justice served backwords", because you are assumed guilty until proven innocent. My parents' application was denied first and I started writing e-mails to the Council in Kyiv expressing my views on the question and stating that I guarantee that they will not stay (well, I lied - I processed their GreenCards once they arrived). This was 4 years ago and I have no clue woe things are these days.
