I'd assume the rumors are correct, my parents visited me here in Staes well before the September 11 and still they had hard time getting their tourist visas in Kyiv. But you always have to try. Get prepared though to being turned down, reapplying, writing angry e-mails (that's your part) to the COuncil in Kyiv, trying to get through this stupid regulation "You have to prove that you don't intend to stay in the US or get illegal job"... It was a nightmare then, I'd imagine it's getting only worse now.
But like I said - pid lezhachyj kamin' voda ne teche.
