OK -- here is some additional information:
LPR's (legal permanent residents) may not petition for anyone other than spouses and unmarried children. US sitizens may petition for parents, spouses, married and unmarried children, and siblings. Waiting periods are longer for some than others (siblings have to wait almost 12 years at this point!). It usually takes less time if parents come as residents and file for their children.
The issue of citizenship is like this:
when someone receives US citizenship, the person is required to swear that s/he gives up allegiance to all other countries. However, the matter is not as straightforward as it seems.
Whether or not a person is required to give up previous citizenship depends on the country of that citizenship. So, if Ukraine permits dual citizenship in 5 years, you will not be required to give up Ukrainian citizenship, no matter what the US oath says.
As far as registration --
Recently, I spoke with one of the consuls from the Ukrainian consulate in Ukraine. He said that Ukrainians should register with the Ukrainian consulate. However, this is outside my area of expertise. So, I am not sure about the procedure, etc. You can find that from the web site for the consulate.
