Legal permanent residents may file visa peitions for spouses and unmarried children. If the peition is approved, because of quotas, it takes quite a while before the beneficiaries of the petitions (i.e. the people being "sponsored") are allowed to het visas. The "waiting times' are different for spouses and minor childred (under 21) and for children who are 21 or older.
