Not sure about Lugansk. Internet is not in every apartment and maybe even not in every town in Ukraine yet. But at least regional capitals have to have at least paid access open to the public.
: I need some feedback on a dating/marriage agency called "Ukranian Stars" out of Lugansk. Is it legit? The other question is, how accessible is the internet in the Ukraine, outside of Kiev. Any response will be greatly appreciated.
