Alfred, before you get married in ukraine, you have to decide somethings... Are you going to live in ukraine? If "yes", not to worry, probably you can do everything in ukraine, just call the americam embassy. Probably it will be pretty complicated and time consuming, but you can do it .
Another thing is, that if you get married and then decide to came back in the USA - your wife will have huge problem going with you. American goverment doesn't recognize foreign marriege and if you have one, you find it very difficult to reunite with your spouse on american soil.
